Quality of education is a basis for a strong society and country. Overall student development depends on many core activities starting from enrollment till the student attains his career placements. To ensure this higher education also uses ranking and accreditations to measure quality of education at a university or institutions level. Uttarakhand is one of the upcoming states in India which consists of 21 private universities in and around Dehradun. Sudden emergence of private universities in Uttarakhand raised the concern for delivering quality education. Hence, apart from existing government accreditations and rankings like NIRF, NBA & NAAC etc., an attempt is made in this paper to develop a perception model using the most governing parameters namely enrollment, faculty and research, teaching & learning process, infrastructure & use of ICT and career opportunities. The developed model is statistically analysed to develop a grading framework on the basis of these parameters.
